The Asian Farmers Association for Sustainable Rural Development (AFA) is currently looking for a Project Accounting Officer. 

Tasks and responsibilities

  • Participate in the development and maintenance of the AFA accounting system
  • Assist in the drafting of the AFA financial and administrative procedures manual, in particular as it relates to the projects
  • Draft financial management guidelines and templates for use by the projects’ national implementation agencies (NIAs)
  • Support the NIAs in implementing adequate financial systems and processes, and reliable internal controls systems
  • Organize training sessions and act as mentor for NIAs finance staff
  • Support the NIAs in the preparation of their annual workplans and budgets (AWPB)
  • Monitor the financial execution of projects’ AWPB on a monthly basis
  • Ensure timely submission and completeness of project reports required from the NIAs
  • Verify NIAs’ monthly financial reports in detail (Statements of Expenditure/Transaction Lists – SOE/TL – with supporting documents, advance reconciliations, bank reconciliations and statements), ensuring all disbursements are in line with AWPB and are properly justified and eligible
  • Provide comments, request clarifications and additional documents / corrections to NIAs as needed
  • Prepare journal entries and record all projects’ transactions in the accounting system after validation of the NIAs’ SOE/TL
  • Analyze projects’ accounts monthly and journalize adjustments as needed
  • Prepare draft consolidated projects’ SOE/TL and other required financial reports
  • Monitor the NIAs’ fund balances and verify their quarterly cash forecasts
  • Conduct detailed verification and ensure timely disbursements of the NIAs’ requests for funds
  • Participate in periodic RIA/NIAs financial management meetings and follow-up on implementation by the NIASs of donors’ recommendations
  • Assist the NIAs in the annual audit preparation and coordination process, ensuring submission of audit reports within the set deadlines; follow-up on their implementation of auditors’ recommendations
  • Scan and maintain all projects and NIAs files
  • Prepare monthly AFA bank reconciliations
  • Participate in AFA Procurement Committee as requested
  • Perform other tasks as assigned by the Finance Manager

Minimum Requirements

  • Bachelor’s degree in Accounting or equivalent
  • Professional qualification in Accounting (CPA, ACA, ACCA or equivalent) would be an added advantage
  • Minimum 5 years’ experience, including at least 2 years as an auditor in a recognized audit firm or as an internal auditor preferably in a social development context
  • Experience in project accounting within a large multilateral donor-funded project
  • Extensive experience in review/verification of financial reports and documents
  • Experience in assessing financial systems and internal controls and formulating recommendations
  • Excellent knowledge of financial control processes and protocols and financial reporting systems
  • Full IT proficiency (including Microsoft Office suite and accounting software/ERP systems)
  • Ability to interpret financial data and provide analyses using graphs and other tools
  • High level of oral and written communication in English
  • Ability to work well under pressure, organize and set priorities, meet deadlines, handle multiple tasks simultaneously
  • Integrity and ability to maintain confidentiality at all times
  • High level of rigor and attention to detail and accuracy
  • Good communication and interpersonal skills
  • Awareness of and sensitivity to the multi-cultural and diverse environment in which AFA operates
