Global Donor Platform for Rural Development

The Global Donor Platform for Rural Development is seeking a Senior Team Leader for the Platform. The tasks of the senior team leader include the management of the secretariat and the cooperation with the co-chairs and the board and non-board members. More importantly, the support to the implementation of the Strategic Plan 2016 – 2020 and to the various strategic thematic working groups, which will encounter a number of interesting new opportunities and challenges in the changing financial architecture of the Agenda 2030. The Platform provides the space for members and partners to address these issues in a coordinated way and the team leader of the secretariat is engaging with the membership in administrative, strategic and substantive terms.

The post is asking for profiles which range from sound management skills and experiences with international agendas to excellent communication and networking skills to assist in fulfilling the functions of the Platform, i.e. knowledge creation and management, networking and outreach. The post demands excellent command of English and German (spoken and written) because the secretariat is hosted in a German-speaking administration.

Global Forum for Rural Advisory Services

The Global Forum for Rural Advisory Services (GFRAS) is recruiting an executive secretary to lead and further expand its activities, starting from mid-2016. This position will be based at the GFRAS Secretariat in Lindau or Lausanne, Switzerland. The executive secretary’s term is for a four year mandate, renewable only once based on an assessment and decision of the GFRAS steering committee.

Organizational Setting
GFRAS (www.g-fras.org) is about enhancing the performance of advisory services so that they can better serve farm families and rural producers, thus contributing to improved livelihoods in rural areas and the sustainable reduction of hunger and poverty. Its mission is to provide advocacy and leadership on pluralistic and demand-driven rural advisory services for sustainable development. GFRAS plays a catalysing role, promoting and stimulating interactions between and within the global policy level and the regional and national levels. This space allows regional actors to present their perspectives in global development forums and processes. It also supports the development, exchange, and diffusion of tried and tested extension approaches, tools, and policies and stimulates institutional and individual capacity development. Several donors’ support GFRAS and it is guided by a steering committee with members drawn from the regional networks and other international development agencies. The GFRAS secretariat, led by the executive secretary, is responsible for implementation of the GFRAS strategy and work plans under the guidance of the steering committee.

The Swiss Association for the Development of Agriculture and Rural Areas (AGRIDEA) hosts the GFRAS secretariat. The employment contract will be elaborated by AGRIDEA on behalf of GFRAS steering committee. Swiss rules and regulations apply to the contracting, as well as internal AGRIDEA rules and standards. Remuneration wouldn’t be a constraint for the right candidate and we encourage applications from around the world.

Key Results
Leadership and conceptual thinking for enhancing the influence and impact of rural advisory services at the global level in accordance with the GFRAS strategic framework (2016-2025) and 5-year operational plan (2016-2020).

Key Functions
 Lead the implementation of the GFRAS strategic framework and operational plan
 Coordinate and strengthen GFRAS working groups and sub-regional networks
 Provide leadership and advocacy for high-level political engagement and dialogue on extension and advisory services
 Represent GFRAS in different fora, seminars, and conferences
 Support the synthesis and development of ideas for improving the effectiveness of RAS
 Enhance interaction, networking, peer exchange, experience sharing, communication, and learning among GFRAS affiliates and members
 Monitor performance of GFRAS
 Mobilise resources for sustaining and expanding GFRAS activities
 Advocate, explore, and maintain partnerships with other organisations and networks
working on RAS


Specific Functions
The executive secretary:
 Provides technical and policy advice to GFRAS regional networks and country fora and
support implementation of work plans
 Manages staff at the secretariat as well as consultants commissioned for specific activities
 Develops strategies and annual work plans for validation by the steering committee
 Is responsible for financial and administrative management; reporting to the Steering
Committee
 Coordinates monitoring of GFRAS activities in networks and working groups
 Organises GFRAS Annual Meetings (with support of GFRAS affiliates and members)
 Provides advice and support to working groups
 Performs other related duties as required

Candidates will be assessed against the following minimum requirements:
 Advanced university degree preferably in agricultural or social sciences
 Demonstrated understanding about the role of RAS in innovation and development
 Ten years of relevant experience in managing networks or leading multi-disciplinary
teams
 Demonstrated motivation and passion for GFRAS vision, mission, and principles
 Excellent cross-cultural skills
 Work experience in more than one region of the world
 Experience in partnership development and financial resource mobilization
 Proficiency in modern communication and management software
 Excellent written and oral communication in English (knowledge of other languages such
as French, Spanish, or German would be desirable)
 Working permit for Switzerland, or the possibility for obtaining a working permit

We expect a highly motivated person with an open and generous personality. The function needs a charismatic person that can engage and motivate others. Firm management competencies, skills in capacity development, network development and management as well as thematic expertise are required. The work as executive secretary also involves much travel worldwide (around 30% or so).

Agriculture represents an important segment of the economies of Africa, Latina America and the Caribbean (LAC), and Brazil and its importance to development have been extensively recognized and emphasized. Over the past 30 years, Brazilian agricultural growth and development has been guided by policies and technologies based on research for development. Brazilian policies, experience, and focus in social programs such as Fome Zero (Zero Hunger) targeting social protection networks for the poor, provide an important linkage between the regions. In addition, similarities in climate, ecosystems, agricultural practices, and culture may facilitate knowledge sharing and technological cooperation. Therefore, partnerships between agricultural scientists and experts in Africa, LAC and Brazil could be instrumental in supporting partner nations in their efforts to achieve the Global Goals (Sustainable Development Goals - SDGs). Such South-South collaborations complemented by relevant basic science developed in industrialized countries could make an important contribution to more productive agriculture and more affordable food for the poor in these regions.

The MKTPLACE is a partnership implemented by the Brazilian Agricultural Research Corporation (Embrapa), the Forum for Agricultural Research in Africa (FARA), and the Inter-American Institute for Cooperation on Agriculture (IICA) with support from various partners. The overall objective of the MKTPLACE is to enhance agricultural innovation and development in Africa and LAC through the establishment and strengthening of partnerships with Brazil.

Agropolis Fondation, Fondazione Cariplo and Fondation Daniel et Nina Carasso have just launched a call for proposals for the “Thought for Food Initiative: Transdisciplinary research towards more sustainable food systems” 

This Call aims to (a) advance understanding of the sustainability of food systems and explore innovative solutions that could help actors involved to achieve it; (b) facilitate the emergence of excellent, new and high-impact research activities; and (c) generate a leverage effect that encourages new collaboration between different types of disciplines with a specific focus on combining natural and social sciences, and that are inclusive of diverse stakeholders.

It will thus support research projects, including those with a capacity building component in any of the following thematic strands (or a combination of both): (a) Diverse agricultural production for more sustainable food systems and diets; and (b) sustainable food processing for more sustainable and healthy diets.

Application for funding under this Call will undergo a “two-stage process.” Applicants will first have to submit a Concept Note (CN) for review. Proponents of selected CN shall be asked to submit a Full Proposal (FP).

With this month's update, the GFAR Secretariat would like to extend its warmest wishes for the festive season and the New Year to all our Partners in the Global Forum working in agricultural research and innovation. May 2016 bring you continued success in your efforts to bring about development impacts for the benefit of the world's resource-poor farmers and producers.

2016 will be another milestone year, marking the culmination of the Forum's third process of consultation designed to help shape the strategy and future direction of agri-food research and innovation around the world--the third Global Conference on Agricultural Research for Development (GCARD3). A series of national and regional consultations are now underway, in which stakeholders are collectively defining their research priorities and strategies. The Global Event, held 5-8 April 2016, will then be an opportunity for all stakeholders to come together to tackle the key issues emerging in agri-food research and innovation. The outcome will be a clear understanding of what is needed to achieve sustainable agricultural development in which “no one is left behind”.
