Currently the NTFP sector is characterized by: 1) Unregulated extraction. 2) Limited value addition at source. 3) Often many actors in production chains. 4) Lack of stakeholder organization and support infrastructure. 5) Minimal credibility of the sector amongst policy makers and investors. 6) Rapidly expanding global markets. A range of national and international meetings on NTFPs and most recently the meeting on Non-Wood Forest Products at the World Forestry Congress 2003 have drawn attention to a number of issues that need addressing. In particular, the Quebec Declaration on Strengthening Global Partnerships to Advance Sustainable Development of Non-Wood Forest Products,emerged during above mentioned Congress, highlights a series of issues andrecommendations that create the basis for a rational formulation of GPP on NTFPs (Annex 1).
